Armstrong Consulting, Inc. is an experienced consulting firm offering reserve studies, maintenance programs, insurance appraisals and due diligence studies. Our experience and software offer superior asset management by formulating budgets to meet your facilities maintenance and/or long-range capital expenditures over a 1 to 50 year time frame. State-of-the-art Reserve Pro and facility maintenance FM Pro software are available to all of our clients. Our goal is to assist our clients in maintaining their property value and generating a desired ambiance for their members.

Dale Armstrong, Reserve Specialist
President of Armstrong Consulting, Inc. and a resident of Hawaii since 1981, Dale Armstrong has been in the construction industry for over 25 years. He is qualified by the U. S. Army Corps of Engineers Contractor Quality Control, holds a Special Inspector's License (#SI-87 City & County of Honolulu) and is a CAI member serving as Vice Chair of the National Reserve Study Designation Committee. Dale was first in the nation to receive his Reserve Specialist (R.S.) designation. He has performed construction management in Hawaii for multi-million dollar projects, which include Radford High School and Historical Renovation of the Winstedt House - Kapiolani Park. Dale is also acknowledged as an expert witness for Construction Management and Cost Estimating in Hawaii Courts. Dale has performed consulting worldwide from projects ranging up to $1.5 billion. Recently, Dale was instrumental in revising Hawaii State reserve laws to include cash flow funding at a tremendous savings to the industry. Dale has inspected over 1,500 single family and multi-family units.

Robert Wilder, Reserve Specialist
Robert Wilder is a Community Association Institute designated Reserve Specialist and a Certified General Appraiser in the State of Florida.  He graduated from the University of Florida with a Bachelor of Science in Business, majoring in Finance.  Robert has completed over 1,000 reserve study assignments that include hotel properties, time-share developments, condominium resort developments, golf course country clubs, residential condominium associations and homeowner associations.  Robert has completed insurable value appraisal and reserve study reports for individual property owners, condominium and homeowner associations, insurance agencies and property management groups. His insurance value appraisal assignments range from single-family homes to high-rise condominium buildings, as well as some commercial and industrial properties.

Barry Matsumoto, Reserve Specialist
Barry Matsumoto is a designated Reserve Specialist and a licensed general contractor in the State of Hawaii.  He has over 20 years of experience in the construction industry as a project manager, contracting officer, controller, and estimator in residential and commercial construction for both the private and government sectors.  He has a degree in Accounting and an MBA from the University of Hawaii at Manoa.

Michael Castrovinci, Senior Software Engineer/Director of Software Development
Michael Castrovinci is a Senior Software Engineer who has been working in programming and database design since 1984.  He graduated from California State University, San Bernardino with Bachelor of Science degrees in both Physics and Computer Science.  Working as a contractor for the United States Navy, Mr. Castrovinci maintained and enhanced missile flight analysis software for the Self Defense and Cruise Missiles departments.  In this capacity, he received several employee awards and letters of recognition.  He also provided programming support as a contractor for the United States Air Force’s Compass Call radar jamming project. 

In the private sector, Michael has performed database design and primary software support for a foreclosure process management application that is used in more than 20 states.  As our software engineer, Michael executed the initial database design and programming of ReservePro, and he continues to provide maintenance and enhancements for ReservePro.  He is currently involved in design and production of new software for the company. 

Alan Tucker, P.E., Mechanical Consulting Engineer
Alan Tucker is a 1979 graduate of Georgia Tech, trained in the US Navy Nuclear Power program and is a Registered Professional Mechanical Engineer. He has over 28 years of experience in facility and plant operation and maintenance. He’s won multiple awards for the design and installation of energy efficient retrofits. Alan was Director of Operations for Wagner and Wagner Property Management and VP of Engineering Services for Hawaiian Building Maintenance for more than 17 years. He has design, installation, and operating experience with HVAC, fire protection and alarm, building controls, access controls, emergency power and main electrical distribution systems. His experience in other innovative technologies includes combined heat and power systems, and solar and wind generation.

Finn Armstrong, C.M.A. and Reserve Associate
Finn Armstrong is a Construction Management Administrator and Reserve Study Associate. He has over 4 years of experience in working with various construction projects. His field knowledge includes various applications of foundation work, steel and wood framing, painting, roofing, custom tile and stone projects, and landscaping. Finn is advancing his studies with continuing education.

Chris Toll, Project Coordinator
Chris is a Certified General Real Estate Appraiser in the State of Florida and has prepared appraisals for both insurance and market transactions. He graduated from Florida State University in 2003 where he majored in Finance and Real Estate. Chris joined the Florida office in 2008 and is preparing reserve studies and insurance appraisals on various property types.

Carolyn Saito, Office Manager
Carolyn has been employed by Armstrong Consulting's Hawaii office since July, 2008.  She previously has worked in the non-profit sector as an Office Manager and Executive Assistant.  She currently provides support to the CEO and Controller as well as reserve specialists with logistics, scheduling, travel, proposals, and project billings.  She maintains liaison with clients and contractors and tracks all projects through completion.
